
Clinical Supervision Requirements

Utah's clinical supervision rules changed in 2026. If you are pursuing independent clinical licensure, there are new requirements for supervisors, supervision contracts, documentation, and supervision arrangements.
Clinical Supervisor Qualifications
A clinical supervisor must:

Hold an active qualifying Utah license in good standing.

Hold a master's degree or higher.

Have been independently licensed for at least two years.

Have engaged in clinical mental health practice, direct client care, or clinical supervision within the previous 24 months.

Complete a DOPL-approved clinical supervisor training program.

Obtain Division-approved Clinical Supervisor status through DOPL before supervising associates.
Before Supervision Hours Can Begin
Before supervision hours may count toward licensure, the supervisor and supervisee must:

Establish a supervision relationship with a Division-approved clinical supervisor.

Enter into a written supervision contract that complies with Utah Rule R156-60e-307.1.

Submit the Clinical Supervisor Association form to DOPL.
Within 30 days of beginning supervision, the supervisee must also submit:

The supervision contract.

A clearly defined job description that is consistent with the supervisee's scope of practice.
Supervision Contract Requirements
Utah now requires supervision contracts to address topics including:

Meeting frequency
-
Learning objectives
-
Supervision goals
-
Documentation procedures
-
Ethical responsibilities
-
Emergency communication
-
Artificial intelligence (AI) use
-
Conflict resolution
-
Remote supervision procedures (when applicable)
Minimum Supervision Meeting Requirements
The supervision contract must establish a meeting schedule.
Minimum requirements include:

Weekly meetings for full-time supervisees.
-
At least twice monthly for less-than-full-time supervisees.
-
Meetings must last at least 50 minutes.
Supervised Experience Requirements
CSW license issued before May 1, 2024

3,000 supervised hours
-
1,000 direct client care hours
-
75 supervision hours
CSW license issued on or after May 1, 2024

3,000 supervised hours
-
1,200 direct client care hours
-
100 supervision hours
-
25 hours of direct observation
